Depends on what you plan on hauling with it. I would think the receiver you have on your 3 pt should work fine. Remember that electric winches are built for intermittent service.

This is an up coming project. I have a small HF horizontal band saw and the stand it is on sucks! Plus it's way to low (I'm 6-2) so I am going to build a taller sturdier table with an in feed table of sorts to support longer pieces.

youtube has a lot of beginner welding stuff. Get a welder and some scrap steel and practice, practice and practice some more. I will tell you this, preparation of the steel is half the battle. Most welders have a chart inside the spool door with settings for different thickness and types of steel.
